At Houston ISD, we deeply value the role of Parent Organizations – such as PTOs, PTAs in enriching the school experience for all students and staff. Your time, talents, and teamwork help build strong school communities, and we are grateful for your partnership.
The Family and Community Engagement (FACE) Department is here to support your organization’s success. We offer guidance, training opportunities, and resources to help parent leaders navigate their roles with confidence and clarity. Whether you're starting a new group or continuing a legacy of service, our team is committed to working alongside you.
To ensure a smooth and compliant school year, all Parent Organizations must follow Houston ISD policies. The documents and forms available on this site are designed to help your group meet those requirements. Please reach out to our office for support—we are your central point of contact for all matters related to Parent Organizations. HOW FACE Supports
HISD encourages the formation and active participation of parent organization that align with the district’s vision of equity, excellence, and engagement. Parent organizations shall operate independently from HISD while maintaining compliance with all applicable laws and district policies.
The Family and Community Engagement (FACE) Department provides support, oversight, and conflict resolution services. A standard conflict resolution protocol will be followed for disputes involving parent organizations.
At least one officer from each parent organization must complete annual HISD FACE compliance training. Certification of training must be submitted with annual registration documents. All parent organizations must annually register with the HISD Family and Community Engagement (FACE) Department. Registration must include the organization’s constitution and bylaws, names and contact information of current officers, annual budget, treasurer’s report or audit, proof of 501(c)(3) status, and bank account information for an FDIC-insured institution.
FACE Department responsibilities:
- Guidance for Formation
- Provides step-by-step resources and tools to help schools and families start a PTO or PTA.
- Offers templates, worksheets, and checklists to guide the planning and decision-making process.
- Capacity Building
- Helps schools identify and recruit parent leaders and staff to form a core planning team.
- Encourages collaboration between school leadership and families from the start.
- Training & Resources
- Shares training materials and presentations to help communities choose the right type of parent organization (PTO vs. PTA).
- Recommends best practices and connects schools with experienced PTO/PTA leaders.
- Support for Inclusivity & Engagement
- Promotes inclusive practices to ensure all families feel welcome and represented.
- Encourages schools to host open meetings and involve the broader school community in decision-making.
- Ongoing Support
- While parent organizations are independent from HISD, FACE remains a resource for schools needing guidance or troubleshooting support.
PTA/PTO Overview
Parent groups such as PTOs and PTAs are an important part of helping Houston ISD students grow and succeed. These groups bring families, teachers, and school staff together to support learning inside and outside the classroom.
By volunteering, raising money, and planning activities, PTOs and PTAs help provide students with additional programs, supplies, and opportunities that make a school community a better for everyone.
Even though PTOs and PTAs are separate from the school, it’s important that they work closely with the principal and follow HISD rules and guidelines. This helps everyone stay on the same page, make good decisions, and ensure all money and efforts go directly to helping students. Following district guidelines also keeps everything fair, clear, and legal.
At all HISD Campuses, the Parent Teacher Organization (PTO) helps support our school by volunteering and raising funds for academic and enrichment needs. Their efforts allow our campus to offer programs and events that make learning more exciting and rewarding for our children.
All parents and guardians of HISD students are welcome to join the PTO. Whether you give your time, share ideas, or help at events, your involvement makes a big difference.
